Summary :
In an exported run log file(*.csv), not only special characters but general multibyte characters like Japanese characters look corrupted and the file is not easily readable in a generic application because it is written in unicode.
Because a run log file is to be exported in unicode, it looks corrupted and unreadable in a generic application like Excel.
Solution

Any application that is capable of reading unicode can be used to open and read a run log file.
For example, notepad.exe in Windows can specify 'unicode' when to open a file.

Please note that a run log file of a newer version of OO than 10.50 is exported in UTF-8 and is easily readable in most of applications.
