Summary :
the problem is that when a customer issues setoos command it says command successful, entity appears in the outage mir file, but when command listoositems issued - this entity is not shown in the list. neither it's shown in the outage dump. and despite successful setoos output - alarms aren't marked as oos as they should. problem comes from non existing branch tha can't be processed hence stops scheduler hence outage doesn't work correctly. the solution is to add it manually
